Beginning January 2014, ILC NES Bangladesh members and partners will begin their first year of implementation of their ILC National Engagement Strategy. One of the partnerships established is between ILC member Association for Land Reform and Development (ALRD) and Transparency International Bangladesh (TIB). The two organizations have committed to work together for establishing better land governance and combating corruption at various levels of land administration in Bangladesh.
Specifically, ALRD and TIB aim to establish a Multi-stakeholder Land Platform for Land Governance and Corruption Monitoring, which includes monitoring of the following areas/issues: AC (Land) office- Mutation, Khas land distribution, Jal mahal (Water-bodies) leasing; Tehsil Office- Revenue collection; Legal process of Vested Property Return Act (List of KA, List KHA repealed, rent seeking and other malpractices); Khas land and water bodies(distribution records/status); Adibasi land transfer (Certification by tehsil office); Land Survey, Diara Survey, Charland leasing; Land, forest and water (grabbing, land filling, violence, litigation, harassment, corruption – in the area of VP (minority rights), Khas, IP, Common etc.); Sub Registrar’s office: (Land tax exemption by fraudulent means, devaluation of land); and forgery in registration of public Land.
